Deputy MLRO

Your job

The DMLRO will support the MLRO, who is the primary point of contact on day to day business activities in ensuring that ABN AMRO operates in accordance with all legal and regulatory requirements related to all elements of financial crime compliance (e.g. Anti-Money Laundering, Counter Terrorist Financing, Anti-Bribery and Corruption, Counter Sanctions Risk, Counter Fraud, Counter Market Abuse and Anti-Tax Evasion).

To assist the MLRO with the development, maintenance, and continuous ongoing improvement of ABN AMRO’s financial crime risk management framework, monitoring and oversight of AML, sanctions and other financial crime risks.

The DMLRO will be dedicated to doing this in a way that:

  • upholds the firm’s legal, regulatory, ethical standards and reputation;
  • fosters partnerships, collaboration and the compliance culture throughout the firm;
  • heightens awareness of relevant AML, sanctions and financial crime regulatory issues; support the MLRO in delivering consistent guidance, advice and innovative solutions; in all matters relating to AML and Financial Crime to the key business lines, including; Commercial Banking, Corporate and Investment Banking, Global Markets, Clearing and Asset-Based Finance; and
  • works in collaboration with other AML & Financial Crime colleagues in both Head Office and locally.

 

This role will also require working with the MLRO to promote a Financial crime Compliance Culture and foster good working relations with the business and support functions in the UK and within ABN AMRO Group.

The DMLRO has the following responsibilities:

Advisory

Assist the MLRO with providing senior management, the business and support functions with a proactive, expert and effective financial crime advisory service.

Governance and Oversight

Deputising for the MLRO as required and ensuring that any internal suspicious activity reports or other referrals are quickly assessed and escalated to the MLRO.

Monitoring

Assist the MLRO to develop and implement a robust monitoring and testing Framework and undertake financial crime
monitoring activities, as set out in the financial crime monitoring plan.

Policies and Procedures

Assist the MLRO in developing and maintaining adequate policies and procedures sufficient to achieve compliance with ABN AMRO’s obligations under relevant regulations and for countering the risk that the business line might be used to further financial crime.

Risk Identification and Assessment

Assist the MLRO to develop and implement a robust risk assessment framework to manage the financial crime risk ABN AMRO is exposed to.

On a systematic basis, and in line with the monitoring plan devised by the MLRO, identify and assess financial crime
risks. Keep abreast with current EU, FCA, DNB, ECB and AFM AML / Financial Crime regulations.

Reporting

Produce robust periodic Dashboard and MI reporting to assist the MLRO report on the key MI metrics and reports relating to financial crime matters to enable senior management to demonstrate an awareness and oversight of the of the key financial crime risks within the business and the operational effectiveness of the Financial Crime Risk Management Framework.

Overview of the department

The compliance function centres on compliance risks. Its mission is to assist senior management in identifying, assessing and effectively managing the compliance risks of ABN AMRO. It has developed a risk based approach designed to ensure that every reasonable measure (including policies, procedures, instructions, IT systems, monitoring methods, awareness and training activities, objective-setting, 
incentives, deterrent measures and sanctions) is taken in order to avoid or reduce the possibility of such compliance risks occurring and to minimise the damage if such a risk should nonetheless occur.  The department is responsible for all UK matters on advice, policy, training, regulatory developments, and monitoring regarding both financial regulations and combatting financial crime.

•    Corporate and Institutional Banking which includes Corporate Banking, Clearing, Global Markets - Sales & Trading and Financial Institutions 
•    Commercial Banking which includes Asset Based Finance and International Desk, which provides transactional banking services

Our business lines are supported by a number of functions such as Risk, Compliance, Legal, IT, Finance (Including Tax), Business Management and Human Resources. We currently employ approx. 380 people in the UK.
 

Your profile

  • Strong AML and financial crime experience.
  • Professional qualifications, such as the CISI Diploma, or equivalent. Any specific professional qualifications in relation to AML / financial crime would be useful.
  • An ability to undertake AML & financial crime monitoring activities and produce written recommendations to the MLRO.
  • Ability to work with a variety of stakeholders internally and representing ABN AMRO externally as required
  • Ability to resolve conflict and deal with confrontation through tact and skill.
  • Ability to independently, but a strong team player.
  • Assertive, analytical, accurate and tenacious.
  • Display initiative in identifying and presenting solutions to support activities and plans.
  • Forward looking and focused on effective processes and increasing efficiency
  • Practical and pro-active approach.
  • Self-motivated and well organised.
  • A good understanding of relevant existing, and emerging regulatory requirements in relation to financial crime.
  • Excellent command  the English language both written and orally
  • High level of IT literacy.
  • Attention to detail.
